We are a joint powers authority consisting of 31 incorporated cities and unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5.<br>The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commute costs. <br>THE POSITION<br><br>The SGVCOG is seeking to fill one full-time position in the Executive Department. The incumbent will support Governing Board operations, including working with elected officials, and a broad range of agency initiatives under the direction of the Senior Advisor to the Executive Director. This position will provide analytical and administrative support across multiple programs and projects within the SGVCOG, with a particular focus on transportation and mobility-focused programs. The ideal candidate will have a high level of professionalism, analytical skills, political sensitivity, and a passion for public policy and administration. <br><br> <strong>Examples of Duties</strong><br>The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.<br><ul><li>Attend and provide administrative support to agency committee meetings; prepare meeting materials, organize, and schedule speakers and events; oversee or keep minutes and records of policy committees in accordance with the Brown Act; track status of action items; ensure maintenance of committee records and dissemination of all formal actions including minutes, records, and data.</li><li>Implement program goals, objectives, and priorities; analyze and review budgets; prepare contract components; conduct studies and surveys; review and summarize data to evaluate the effectiveness of current programs; make recommendations on program enhancements; prepare staff reports; make recommendations to aid in solving difficult regional issues.</li><li>Represent the SGVCOG and its programs and projects at community events and with other organizations, member cities, special interest groups, state and local governments, elected officials, and the public; establish and maintain agency relations; promote the agency's mission and goals.</li><li>Perform program-specific administrative support, including: coordinate with cities and consultants for the continuation of the Vehicle-Miles Traveled program, which supports California Environmental Quality Act regulations, with the goal of analyzing greenhouse gas emission impacts created by certain types of development; perform city outreach, budgeting, quarterly reporting, and application materials to support the agency's Measure M Subregional grant program, which awards funding to local transportation projects. </li><li>Prepare charts, graphics, flyers, and illustrations for presentations; perform desktop publishing to produce newsletters, brochures, forms, mailers and other department publications; post public hearing notices as assigned; write, edit and design articles for SGVCOG publications, newsletters, websites and press releases.</li></ul><br> <strong>Minimum Qualifications</strong><br>KNOWLEDGE OF:<br><ul><li>Principles and practices of administrative, policy, procedural and legislative/regulatory analysis.</li><li>Principles of grant proposal writing and administration.</li><li>City government and intergovernmental relationships.</li><li>Structure and organization of public sector agencies.</li><li>Modern office practices, procedures and equipment including computers and software applications relevant to work performed. </li><li>Principles and practices of sound professional communications.</li></ul><br>ABILITY TO:<br><br><ul><li>Produce written work across various mediums (emails, memos, letters, research reports, newsletters, and social media posts) in a clear and concise manner, particularly on complex matters that require thoughtfulness and sensitivity. </li><li>Prepare comprehensive staff reports, legislative analyses, administrative reports and correspondence.</li><li>Identify and respond to community and organizational issues, concerns, and needs.</li><li>Work collaboratively within the SGVCOG and with project/program stakeholders to meet the goals and objectives.</li><li>Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions, and recommendations in accordance with laws, regulations, rules and policies.</li><li>Present proposals and recommendations clearly, logically, and persuasively often in a public forum. </li><li>Exercise tact and diplomacy in dealing with complex issues and situations.</li><li>Operate a computer and use standard software programs and databases related to area of assignment.</li><li>Establish and maintain effective working relationships with all those encountered in the course of work.</li></ul><br>EDUCATION & EXPERIENCE<br><strong>Management Aide</strong><br><ul><li>Graduation from an accredited four-year college or university with a bachelor's degree in public administration, government, political science, urban planning, or a closely related field. </li><li>A minimum cumulative 12 months of experience perform administrative, legislative, financial, or analytical work in a public sector setting. </li></ul><br><strong>Management Analyst</strong><br><ul><li>Graduation from an accredited four-year college or university with a bachelor's degree in public administration, government, political science, urban planning, or a closely related field; a master's degree is highly desirable. </li><li>A minimum of two years of progressively responsible experience performing administrative, legislative, financial, or analytical work in a public sector setting. The agency contributes a flat rate towards the total cost of medical, dental, and vision plans. The monthly agency contribution towards medical benefits is equal to the current cost of Kaiser plans. Human Resources can provide these rates. Employee's who opt out of agency benefits are eligible for a monthly taxable stipend of $400; proof of medical coverage is required. <br><br>RETIREMENT BENEFITS: The SGVCOG participates in the California Public Employees' Retirement System (CalPERS). PEPRA members require contributions at a rate determined by CalPERS. Effective January 1, 2013, the retirement formulas are 2% at 55 for Classic Members and 2% at 62 for New Members as defined by PEPRA. Employees are responsible for paying the employee portion of the CalPERS retirement contribution.<br><br>SGVCOG employees do not contribute to Social Security benefits.<br>The SGVCOG offers an optional employee-sponsored 457 deferred compensation retirement account. <br> <br><strong>OTHER BENEFITS</strong><br><br>LIFE INSURANCE: An agency-sponsored life insurance benefit is available; equal to one year of the employee's annual salary. <br><br>FLEXIBLE SPENDING ACCOUNT (FSA): Optional, employee-sponsored deferred compensation FSA accounts are available through Paychex.
