Photo Editor needed to create layered SVG

I have an image that I need split into different layers to create a layered, laser cut ornament. I know the layers I want, I just don't know how to make the middle layers so that the outside edges of the ornament are even. Attached file is an example only. It is not the image I would like done.

I prefer the files in an svg file. I use X tool Studio. I do not necessarily need the nodes mapped, but I have no idea how to get the layers to do what I want them to do.

The image I have is not a licensed image and it will be for personal use only. I have no intention on selling the file or the finished item.

Email, google chat, or discord are all easy ways for me to communicate.

This could turn into repeat work as I love cutting and assembling layered creations, but I am really not great at the digitizing aspect.
